How should I prune this Dwarf Swiss Mountain Pine?

Got this little fella two years ago and, while it’s been healthy and growing, it has not produced candles, but this spring it has produced the long, thicker needles. Should I pinch, cut, trim, other?

It looks like the tree is doing well now, and the new buds look good. You can prune now if you’d like, though the standard approach would be to prune and wire the tree November through January.

Because the tree is young and the trunk slender I wouldn’t expect a strong response if you pinched or cut a lot of growth this time of year.
