Japanese black pine seedlings

My seeds are up and its now Feb.22 I have heard to cut roots off and pot the cuttings to get good radial roots. Or should I just repot them when the time is right which is when?? Should I wait till spring as do not want them to get leggy. they are in a small greenhouse in my kitchen which gets really good sun. I do all my cuttings in that little greenhouse. The pictures will be very helpful. It is an easy way for us to see if the seedlings have reached the proper stage for seedling cutting to be done. Cutting for radial root development does work but it is not the only approach to develop good nebari.
When did the seeds germinate?
