Looks like a slime mold!

It’s new to me. Almost looks like something spread on top of the wood rather than the wood itself breaking down.

Yes - when I was a TCNP (Tennessee Certified Nursery Professional) we called that ‘dog vomit’ fungus. It’s generally harmless and develops in various wood mulches in warm moist conditions. Some will treat it with fungicides or lime sulfur, but we always just recommended physical removal, and to not re-use the mulch in ornamental beds. The mulch can be burned to kill spores.
