I have heard to defoliate my new Ginko in the Fall and others say in the Spring. I live in San Diego so it may not get cold enough for them to naturally fall. What to do?

I don’t know that it will make a big difference either way. If they’re still healthy and green at the end of the year I’d likely remove them then.
